Shouldn't he be a free agent? I mean, PHI wasn't his first team to sign with and he was a free agent at the roster freeze. If a guy had played in the MLB for 2 years and was a free agent for some reason during the freeze wouldn't he be unowned property after the freeze?
He could be PHI property, just seems different since he was an experienced player that happened to be a free agent at the freeze. To me seems like his status would remain the same as at the freeze until someone signed him?

On this one, the procedure we've been going with over the years is not to recognize "minor league" free agency to cover these situations. "If" a player did have major league experience, it would change the situation. There are other examples of this happening here. A couple of them were: RP Jon Edwards June 6, 2006: Drafted by the St. Louis Cardinals in the 14th round of the 2006 amateur draft. Player signed June 15, 2006. October 5, 2010: Released by the St. Louis Cardinals. Roster Freeze Date: October 5th, 2011December 20, 2011: Signed as a Free Agent with the Texas Rangers. August 21, 2015: the Texas Rangers sent Jon Edwards to the San Diego Padres to complete an earlier deal made on August 18, 2015. August 18, 2015: The Texas Rangers sent a player to be named later and Marcus Greene (minors) to the San Diego Padres for Will Venable. OF David Peralta
September 26, 2004: Signed by the St. Louis Cardinals as an amateur free agent. May 5, 2009: Released by the St. Louis Cardinals. Roster Freeze Date: October 5th, 2011July 3, 2013: Signed as a Free Agent with the Arizona Diamondbacks. As you can see, all 3 had no major league experience and were unowned at our freeze date and became the property of the first signing team. (Edwards went to the Rangers and Peralta to the D'backs)

No problem. Haven't seen that issue come up before. Thanks for the explanation!

I think at most its a once or twice per year situation. Its just extremely rare a player gets released as a minor leaguer and then comes back after a such a lengthy time. (21, 14 & 50 months in the above examples). David Peralta was one of the most interesting ones. He's a good outfielder now, but that original minor league time he had before being released, he was a pitcher.
