2. Change IFA System (8) - White Sox, Rays, Marlins, Giants, Padres, Twins, Brewers, DBacks

Current IFA System = Major League Contracts become Free Agents Vs Minor League Contracts go to teams they sign with)

Possible Change To IFA (To Be Determined)
