Setup:
The league will consist of 28 franchises. There will be 14 teams in each conference. We will hold a dispersal draft for the 2 franchises that were left out of our league.
Dispersal Draft
* This draft will consist of one round of drafting each year. We will hold a draft for the teams remaining players from CHC and HOU. The draft order will be determined by the previous season's standings. The clock will be 24 hours.
* The Dispersal Draft is and will remain for only the teams no longer in the league (Cubs and Astros), which would include any MLers or MiLers (including foreign players not yet drafted via DD or not passed the free agent mark. If a IFA signs a Major League Contract he will be draft elg from CHC/HOU.
* Please SEARCH the board before you post your pick. If you are unsure if a guy is eligible or has already been drafted please send me (or Jerry or any TAB member really) a PM we will research it and get back to you.

First Year Player Draft
Each year, a week after the MLB signing deadline, we will hold our First Year Player Draft.
* The draft will consist of 3 rounds. You may only draft players who signed a contract after being drafted in real life.
* The draft order will be determined by the records of our league.
* Draft picks can be traded but it is limited to the current years plus next year's draft (our current draft is 2023, so you may trade for 2024 picks as well. You may not trade for 2025)
* Any player not drafted in our draft, will then be returned back to the original teams that they were drafted by in real life
* Round 1 will consist of a 24 hour time limit per pick. Rounds 2 and 3 will consist of a 12 hour time limit per pick.
* Draft concludes 24 hours after pick 3.28 is made or skipped. Any skipped picks will go to auto pick rules to finish up the draft.
Salary Cap will be set at $100,000,000 ($100 Million)
The in-season fantasy setup will be through fantrax. All transactions must be cleared through the message board before they are posted on host site.

You do not need to IL any player on your Fantrax roster, as they are protected through the league. You may do so if you choose. The message board does not have this restriction, and you may IL any player that is on a disabled list in either MLB. When a player comes off of the actual IL, they must be taken off of your IL and then will take up an active roster spot. You will be given a 2-day grace period to activate players.
Roster Rules and Regulations
Active rosters consist of a maximum of 26 players (in season). You may always have fewer than 26 players on your active roster, but never more. Your active roster must be down to no more than 26 players on Opening Day of each season, and owners are asked to post their 26-man roster by Opening Day to establish their roster size, confirm their salary cap numbers, etc.
All transactions during the season must be cleared through the league message board. This includes all trades, free agent signings, minor league demotions or promotions. In the off-season, different rules apply, and they will be covered below. Each type of roster transaction has its own place on the message board where the proposed transactions are to be posted for approval.
Off-season you can FREELY move guys from MAJOR LEAGUE ROSTER to PAID MINORS and vice versa without using waivers, waiver passes or rookie rule.
The exception being FIRST TIME PROMOTIONS these guys MUST be posted so their ownership and contract can be verified.
Injured List (IL)
Teams will have 2 days to active a guy off IL or their roster will become illegal until they do.
Roster Transactions:
Trades:
When two teams come to an agreement on a trade, one of the parties will post the trade in the appropriate section of the board. The other party will then need to respond to the original message and also agree to the trade. One of the trade parties will also need to begin a discussion thread in the appropriate section of the board. No trade will be approved until these conditions are met. In the event of a multi-team deal, all parties will need to agree to the trade on the board before approval can begin. The trade will then begin the approval process. The trade will be voted on by the 7 members of the Transaction Approval Board (TAB). All trades will need 3 approval votes to pass. Trades will be voted on in a timely manner by TAB members. TAB members will only post their approval or denial in the actual trade thread. All other discussion of the trade will take place in the discussion thread. It is also expected that all trade discussion amongst TAB members will be public and subject to scrutiny in the discussion thread, rather than privately amongst them. When the necessary votes are acquired, all parties may then update their rosters. Any player traded that is currently on an active roster will have to take up an active roster space on the team acquiring him.
Demotions/Promotions:
When an owner wants to send a player to his minor league system, he has three possible options for doing so:
1. Waivers – any player except RE-SIGNED players can be put on waivers. If they are not claimed within 48 hours, they then enter the minor league system of the original team. That team is still responsible for that player’s salary. If the player is claimed, then the team with the worst current record (if after June 1) or worst record in the previous season (if before June 1 or in the off-season) will win the rights to that player, assume his contract, etc.
2. Rookie Rule – If a player has not acquired 50 IP or 130 ABs (in their entire career), then they may be sent down without being exposed to waivers. The transaction must still be posted, as well as the number of ABs or IP that the player has thus far achieved.
3. Waiver Pass – Each calendar year, every team will be given 5 waiver passes (they do not carry over each year). Waiver passes can be used on any player that an owner does not want to expose to waivers. There is a special section of the board to post waiver passes, and all of these transactions must be posted.
Promotions:
When an owner wants to promote a player, he must post the transaction. That player then takes up a space on the active roster. If the player has not been called up before, he receives a salary of $300,000, which counts against your total salary cap. He will not be assigned a Free Agent year until he passes the Rookie threshold of 50 IP or 130 AB. Once a player reaches 50 IP or 130 AB, they will receive a contract of $300,000 (20XX) <5 years after they pass it, so for example Johnny Bench gets 130 AB in 2008, his contract would be $300,000 (2013)

Free Agency:
Free Agent Bidding
You may bid on any player. If you have the high bid for 24 hours, then you win that player. ALL BIDS ARE BINDING, so if you bid, you'd better be prepared to pay. Additionally, the winning bid is the highest total value of the contract. The minimum bid for any free agent is 500K per year. All bids must raise the total value of the contract by at least $100,000.
Also, a valid Free Agent Bid would be like the example below,
4 Years @ $5,000,000 = $20,000,000 (we use the total dollar amount instead of a points system)
You are NOT to bid against yourself. That is, if you are near winning a bid but decide you add more years with less money, that is NOT allowed. You may not bid 5-yrs as 4-yrs is the MAX years allowed.
Any player who is 35 or older may not received more than a 2-yr contract (no 3 or 4 yr deals).
Free Agent signees must be on your Opening Day 26-man roster or go through the normal waiver process, and may not be traded before Opening Day.
Additional Free Agent Rules
First, I will cover the new ways to rid you team of an unwanted player, then I will go over the ways in which you can retain a player with an expiring contract.
Non-tenders
Any player with a contract $499,999 and under can be released at no penalty. They will go into the Open FA pool.
Buyouts
All other players whose contracts have not yet expired can be bought out at the following rates. Please note: you may not buy out a player with more than 4 years remaining on his contract.
You will be responsible for a portion of their salary for the remainder of its term. The player will enter open FA and the original team will not be able to bid on them. Teams will also need to note on their team pages their bought out contract under the heading "Dead Money". Rates are as follows:
4 years remaining on contract - 75% of annual value
3 years remaining - 75%
2 years remaining - 50%
1 year remaining - 50%
***Clarify Non-Tender/Buy-Out Rates -- some teams non-tender guys at 500,000 due to unclear rule, so this will be enforced for 2014.
Non-Tender = $499,999 and under
Buy-Outs = $500,000 or higher
Retaining Players
Re-signing Rule (New)
As your players' contracts expire, you will have a chance to re-sign them. Every off-season, you can re-sign your expiring contracts. There are limitations: You may only have 4 resigned players on your roster at any given time, and these players are not tradeable for 1-Year (NTC) after being re-signed and you may only re-sign 2 players in any year. All Re-Signs must be for at least 3 years (but not greater than 4-yr or 5-yrs). To re-sign a player, you must make the player an offer in the player resigns forum.
You may offer the player what you want, but there is one thing to remember: Pay cuts ARE allowed. For anybody over the age of 35, a pay raise would require good reason, as would a pay raise for somebody who struggled the previous year.
Players must be FA's, if they have an option year and you decline the option they are not eligible to be re-signed, they go into the FA pool and are free to be bid on.
Only players who have completed their contract can be re-signed. You can not restructure someone’s deal and call it re-signing. When trading a re-sign the tag transfers and the team acquiring must have an open re-sign spot.
Process
We will use the Fantrax rankings to determine the contract amount. A player's "scores" from the past 3 years will be used. We will count the most current year twice and the previous 2, once each to get a total score. Dividing that total by 4 will give an average score. We will us that as a percentage and multiply it by the maximum salary to give the contract amount.
An example:
SP Dallas Keuchel:
Fantrax scores the past 3 years:
2017 - 84.86
2016 - 45.43
2015 - 96.51
Using those to determine the contract would work like this:
We double weight the most current year (2017)
84.86 x 2 = 169.72
Next, add the 2 other years to that.
169.72 + 45.43 + 96.51 = 311.66
Then we divide that by 4 to give an average which is 77.915. Using that number as a percentage, we multiply that against the $13M max starter contract.
Which gives a contract of $10,128,950. That, we'll round to the closest 100k so it'd be a contract of $10.1M.
* Player maximums:
$14M for position players
$13M for staring pitchers
$ 9.7M for relief pitchers
* As noted in the example above, all contracts will be rounded to the nearest $100,000.
* Any player who is or turns 35 on or before opening day will be given a 25% discount.
Teams may post their players in the Re-sign section with the contract figured using the above formula or simpl post the player's name and the TAB will calculate it for you. Once the contract amount is calculated and approved, teams can then either accept or decline the contract. If accepted, teams will need to choose if they want the contract for 3, 4 or 5 years.
Foreign Policy:
The FYPD is only for High School and College kids who sign with their team on signing day. Foreign players WILL NOT be put into the FYPD.
The Contraction Draft is and will remain for only the teams no longer in the league, which would include any MLers or MiLers (including foreign players) not yet drafted or not passed the free agent mark.
In regards to foreign players, the only ones who will be Free Agents are those who sign a MAJOR LEAGUE CONTRACT. Meaning this will include those from Japan, Cuba, DR, Venezuela, Korea or any other country if they agree to a major league contract. If they sign a MINOR LEAGUE CONTRACT they will be the property of the team that signed them in real life just as any undrafted FYPD goes to the team that they signed with in real life. If foreign player has not signed by time our free agency begins they will be held out until next year (Major League Deals Only).
IFA/NDFA Ownership Requirement
The ownership of all international free agents (IFA) and non drafted free agents (NDFA), with the exception of those IFA or NDFA that are subjected to free agency will be determined on the date that player makes his professional debut in the minors or majors, whichever comes first. Any IFA or NDFA that has yet to make his professional debut will not be considered owned by any organization and may not be traded nor be part of any transaction.
Upon a player making his professional debut, the ownership of that prospect will be automatically established by the following method:
All IFA and NDFA whose contracts have not been voided by the time they make their professional debuts, will be determined to be owned by the organization whose MLB parent team originally signed the player. Ownership will not be affected by any MLB trades or waivers or releases or any other MLB transactions other than the voiding of the contract.
When an IFA or NDFA has his contract voided, that contract will not be considered in the determination of ownership. Only non-voided contracts will be considered in the determination of ownership. At the time the debut of an IFA or NDFA, the first non-voided contract signed will be looked at in determining ownership.
If an IFA or NDFA should make his professional debut and later have his contract voided somehow, the voiding will have taken place after the establishment of ownership and will not change the ownership determination that was established on the date of that player's professional debut.
This rule will govern all IFA and NDFA contracts signed on and after July 2, 2020 unless this rule is later modified or superseded by another rule change. IFA and NDFA that signed prior to July 2, 2020 will be governed by the current administrative policy which is to award ownership to the original signing team regardless of any contract voiding.
Please note, that any errors made in the determination of eligibility by the TAB or other administrators in any transaction will not change the ownership of the players in question. Voided contracts missed by the TAB or other administrators will be treated in the same manner as any other TAB/Admin mistake with regard to ownership of any player. Corrective action will be taken on a case-by-case basis, especially with regard to unowned players that have been traded.

Tanking/Competitive Balance Rule
We are going to use a AB/IP Minimum. Those numbers will be 50 AB/10 IP PER WEEK. If you do not meet either min in a week you will be given a loss for the categories you failed to meet the mins for whether its AVG/OPS or ERA/WHIP that would be 2 offensive categories or 2 pitching categories or if you miss both mins 4 categories plus issued a penalty as well.
Penalty:

Foreign Policy:
The FYPD is only for High School and College kids who sign with their team on signing day. Foreign players WILL NOT be put into the FYPD.
The Contraction Draft is and will remain for only the teams no longer in the league, which would include any MLers or MiLers (including foreign players) not yet drafted or not passed the free agent mark.
In regards to foreign players, the only ones who will be Free Agents are those who sign a MAJOR LEAGUE CONTRACT. Meaning this will include those from Japan, Cuba, DR, Venezuela, Korea or any other country if they agree to a major league contract. If they sign a MINOR LEAGUE CONTRACT they will be the property of the team that signed them in real life just as any undrafted FYPD goes to the team that they signed with in real life. If foreign player has not signed by time our free agency begins they will be held out until next year (Major League Deals Only).
IFA/NDFA Ownership Requirement
The ownership of all international free agents (IFA) and non drafted free agents (NDFA), with the exception of those IFA or NDFA that are subjected to free agency will be determined on the date that player makes his professional debut in the minors or majors, whichever comes first. Any IFA or NDFA that has yet to make his professional debut will not be considered owned by any organization and may not be traded nor be part of any transaction.
Upon a player making his professional debut, the ownership of that prospect will be automatically established by the following method:
All IFA and NDFA whose contracts have not been voided by the time they make their professional debuts, will be determined to be owned by the organization whose MLB parent team originally signed the player. Ownership will not be affected by any MLB trades or waivers or releases or any other MLB transactions other than the voiding of the contract.
When an IFA or NDFA has his contract voided, that contract will not be considered in the determination of ownership. Only non-voided contracts will be considered in the determination of ownership. At the time the debut of an IFA or NDFA, the first non-voided contract signed will be looked at in determining ownership.
If an IFA or NDFA should make his professional debut and later have his contract voided somehow, the voiding will have taken place after the establishment of ownership and will not change the ownership determination that was established on the date of that player's professional debut.
This rule will govern all IFA and NDFA contracts signed on and after July 2, 2020 unless this rule is later modified or superseded by another rule change. IFA and NDFA that signed prior to July 2, 2020 will be governed by the current administrative policy which is to award ownership to the original signing team regardless of any contract voiding.
Please note, that any errors made in the determination of eligibility by the TAB or other administrators in any transaction will not change the ownership of the players in question. Voided contracts missed by the TAB or other administrators will be treated in the same manner as any other TAB/Admin mistake with regard to ownership of any player. Corrective action will be taken on a case-by-case basis, especially with regard to unowned players that have been traded.

Tanking/Competitive Balance Rule
We are going to use a AB/IP Minimum. Those numbers will be 50 AB/10 IP PER WEEK. If you do not meet either min in a week you will be given a loss for the categories you failed to meet the mins for whether its AVG/OPS or ERA/WHIP that would be 2 offensive categories or 2 pitching categories or if you miss both mins 4 categories plus issued a penalty as well.

Draft Pick lost will team's next untraded 1st (or 2nd/3rd) pick that is lost in the following draft unless already traded then we would go to the next draft and forfeit that years pick.
Penalty will be deemed on case by case basis. If a team has been hit hard by injuries that will be taken into consideration for not reaching mins.
