The Rays place RF Shane Victorino (Bos RF) $7,500,000 (NTC2014) (2016) on waivers to send to paid minors. Denied. A re-signed player can't be put on waivers. The first line of the waiver rule says, "Any player except Franchised players can be put on waivers". To get Victorino to your paid minors at this point you'll have to use a waiver pass.

This is straight from the Waiver Pass Rule section:
Each calendar year, every team will be given 5 waiver passes (they do not carry over each year). Waiver passes can be used on any player (except Franchised players) that an owner does not want to expose to waivers. There is a special section of the board to post waiver passes, and all of these transactions must be posted.

I am trying to put victorino on the DL, but there are no DL Spots. So my guess is he needed to go to paid minors to clear his spot. But if i cant put him on waivers, and i cant use a waiver pass, and there is no way in here to technically send a player to the DL, then im confused on what exactly i need to do.

There's a seperate thread for waiver passes. If you want to use a waiver pass, please post there. This one's for the standard waivers. If you want to just DL him for now, can move him to DL slot on your fantrax lineup, and update your roster here to reflect that he's on the DL. No need to post when putting a player on DL to open up a roster spot.

Looks like it differs there from the way its worded in the main rules section which says: "3. I was responding to Phillies original comment stating that he needed to be placed in the Waiver Pass Secion, but according to that rule he could not be. Which is why i put him on waivers to begin with.
