A's will look to resign Lackey, despite his age (37) and low K rate.
His current contract is: SP John Lackey $2,000,000 (2015)
In looking at him, we see his age and K rate as negatives overall. He has a career 3.92 ERA and 1.314 WHIP. He's essentially an inning eater. The Cubs just signed him to a 2 year deal, so I'd have to assume that'll be it for him barring a miraculous set of circumstances where he gets a deal going on age 40 after this one. Since I have to give a 3 year deal, it's with the idea that I know I'm eating year 3.
With all that in mind, and based on his prior contract....understanding I may get a nice bargain in year 1 and a loss in year 3 of this deal, we'll offer:
John Lackey $2,500,000 (2016NTC) (2018)
We'd have offered him a bit higher annual yield on a 2 year deal, but the 3rd year likely being a total loss with a 3 year total payout of $7.5mil seems about right.

Veto 1
Looking at the starting pitchers n the re-signed list, I think the $5M 3 year contract of Phil Hughes is the absolute floor for a starting pitcher. Even at that amount, Hughes was coming off of the prior 3 years of 5.79, 4.19 & 5.19 ERA's. K's were 47, 165 & 121.
Lackey the last 3 years has 3.52, 3.82 & 2.77 ERA's. K's are 161, 164 & 175.
True, Lackey is older. Which is the main reason, its a 3 year deal which would normally increase the per year amount. Just based on the stats that Lackey still produces, he holds much greater value than the $2.5M offer.

Veto #2
Even if you have to eat the 3rd year you can still get some of the salary back by buying him out. Lackey is worth more than $2.5 mil per year.

Veto #3
This is way too low. Like Phillies said, Phil Hughes is the floor.
Get up another thread for offer #2.

Veto #3 This is way too low. Like Phillies said, Phil Hughes is the floor. Get up another thread for offer #2. Here is more of my reason if you would like it as well as the rule you posted and needed clarification on. Also, this should probably be clarified in the resign rule section: You may offer the player what you want, but there is one thing to remember: Pay cuts ARE allowed. For anybody over the age of 35, a pay raise would require good reason, as would a pay raise for somebody who struggled the previous year. When Lackey was signed to his current contract he was coming off of a season with 6.41 ERA and had gone up 4 consecutive years. This year he was 9th in CY voting and had an ERA of 2.77. IMO that is a very good reason for a pay raise. Sure we probably could have used a better comp than Hughes, but $2.5MM for a pitcher coming off that season is too low no matter how you want to look at it with or without Hughes even being taken into account. My reference to Hughes as the floor was basically saying I need at least $5MM a year, not necessarily that Hughes is a matching comp for Lackey.

Also on the Hughes comp, I had just wanted to use the lowest priced stating pitcher on the list. If I had used recent stats (2.77 ERA for example) a comp from the resign list would have been an even pricier pitcher. My goal there was to not push Lackey up to their range.
