First off, I'm not sure if you're offering $6M or $5.5M. But either one is low IMO, so I'll be denial #1.
This is a tough one because of his suspension. But I don't think there's any reason he shouldn't get his average back in the .280-.300 avg range, maybe not .330 again though, along with 90ish runs and 45+ SB's. He obviously has no power and no RBI potential, but he has proven ability to be good to elite in other cateogries. Since he didn't miss time with injury, it's tough to say what level he'll bounce back to exactly, but his speed and runs and average should be fine still.
This deal essentially values him the same as Neil Walker though who is very average across the board. I think he deserves more than that. Taking age into account Gordon is a year younger but you're also offering a longer contract as well so I think that part balances out.
I think Walker and Kinsler are the closest comps from the limited supply of 2B. But I think Kinsler was more valuable than Gordon and Walker less valuable. So I'd be looking for something inbetween them around $7M. Neil Walker 2B/NYM - $5,600,000 (2016 NTC)(2019) Ian Kinsler - $8,000,000 (2014 NTC) (2017)

Denied #2 I agree with your recommendation above, 5.5 or 6M is just a bit low for Dee Gordon.
