Comparisons are from JD Martinez currently resigned for 9,000,000, Kyle Seager resigned for 8,500,000 and Miguel Cabrera who signed for 11,000,000
Freeman had his best season yet in 2016 hitting 11 more HR than his career best, however he also struck out 171 times which is also a career high and he has only hit above .300 one other time.
He is ranked 16th in this league 4 spots below Cabrera.
In 2015 Freeman hit .276 with 18HR and in 2014 .288 with 18HR showing that 2016 may be a one time fluke
Royals offer a contract of $9,500,000 (2021)

I'm not sure 2016 was a fluke, he is just entering his prime. But that seems like an appropriate contract for 5 years. Cabrera is a better hitter all around and so probably should be a bit higher. And JD Martinez is a pretty similar comp stats-wise.
