Jason Kipnis 2B Last Contact: $300,000 (2016) First Offer: 4 Years @ $6,500,000 (2020)
I'd put him around the 10th best 2B in terms of fantasy value. Closest recent comp that I found was Neil Walker who was signed last year for 4 years, $5,600,000. Walker was 30 at the time, Kipnis will turn 30 on April 3rd, so basically as the season starts so they are the same age at time of resign. Here are their numbers from last year:

Walker's 2016 was shortened due to injury but they were on track to finish very close in runs, rbi, and OBP. Walker would have had a few more HR, Kipnis had a lot more SB. I upped my contract offer nearly $1,000,000 per year over that of Walker to account for the SB, which will probably decline for Kipnis by year #3 of this deal anyway.

I see Fantrax projects Kipnis to be the #11 2B this year. The stats the project are .273avg, .772ops, 86r, 5hr, 66rbi, 16sb.
For comparison's sake they have Dee Gordon projected to be the #14 2B this year. 2 totally different players this was how they lined up on our Fantrax site taking into account the stats we use here. Kinzler and Walker there project at #6 & #18. It all just left me thinking about $7M for Kipnis.
