Rays agree. I can afford Headleys dead money. Pirates was also after RP depth and Floro has pitched well and is on a longer contract.

Being a free agent, Headley is obviously negative value, probably about -C. As of right now, Pirates would have the 23rd pick in the DD, which I would say is about C value. With that, it appears that, it actually appears that Pirates is neutral in the amount he is giving up
On the Rays side, Maybin doesn't have much fantasy value, but with his small contract, I would say he has neutral value. Floro is having a fine year, but nothing special (especially considering he only has 1 hold). I would say the sheer fact that he is doing something in the Major Leagues would give him a C+/C value. Finally, Cabrera is having a relatively poor year while being relatively old for his league, which would mean he's C value, at best
Overall, the fact that the Pirates is receiving any value is a benefit to him as he isn't giving any value himself. Regardless, I can understand Rays preferring to take a DD pick over a RP that's a dime a dozen. Just for the record, Floro has passed 50 IP, so he would have a 2023 contract
