Ya, it follows him. Re-sign tag follows the player no matter where he goes. Unless a team buys him out, then the tag stays with the team that bought him out for duration of the contract. Even if player is signed in FA by someone else later.

You can buy out a re-sign but you can not waive them that has always been the rule.
